As King of Spain, Charles III attempted to save his empire from decline through far-reaching reforms. These included weakening the Church and its monasteries, promoting science and university research, facilitating trade, modernizing agriculture, and avoiding wars. He never achieved satisfactory control of finances and was forced to borrow to cover expenses.
